I meant the general pattern that directories mentioned in the environment
variables are searched *before* the compiled-in defaults.  This is still
true in DJGPP.  The difference is in how the defaults are defined, but
that is not specified by the docs, since you can change the defaults at
configure time. 

So the current DJGPP setup, in both 2.7.2 and 2.8.1 matches the docs.
