Actually, it does ;-).  It replaces illegal characters in a manner
very similar to what DJTAR does.

But Tar is not as flexible as DJTAR when resolving conflicts between
file names which *clash* after truncation to 8.3 (you need to use
--backup to avoid overwriting, and then rename them manually
afterwards).
