I would say: a very small perfomance hit!

Changing this is not hard for me. That hard part here is to send the
patches the mainatainer and then that they accept, which I don't think
in that case.

Because this is the hardcoded order in gcc.c

This is one side effect of the new feature to have environemnt
variables hardcoded as default paths :-(
