I agree. But if you split one package for some reason (and that's was the topic 
discused) I sugest to put this (very strange package) in a separated directory.

That's the point. If the package will used "almost never" don't put it with the 
files that will be used commonly or you'll waste bandwidth.

Some times my connection is bad enough to download 30 bytes/s I don't think is 
a good idea big packages. So I don't agree to include things that won't be used 
in the main directory.
