I was thinking that the section names and basic information would make
a good base for a UG.  The FAQ has a lot of history, and I think it's
layout is pretty good for the types of users that need it.

Suppose we start a UG based on the FAQ, and limit the FAQ to the more
esoteric questions, under the assumption that the UG will eliminate
the more frequently asked questions, leaving the less frequent ones to
need an FAQ.
