The following also works:

    h = CreateFileW(L"\\\\?\\C:\\full\\path\\to\\prn",
        GENERIC_READ, FILE_SHARE_DELETE, NULL, CREATE_ALWAYS,
        FILE_FLAG_POSIX_SEMANTICS, 0);
