The MS default (set to latest and greatest) seems to encourage the development
of apps that require the latest and greatest version of the OS.  After all,
that is their business.  
 
Setting the default to a minimal value of 0x0400 represents the opposite
stance.  

Personally, I prefer the current settings of the w32api.
