Subject: Release 1.3.10 and then merge daemon code

I'd like to release 1.3.10 soon to accomodate postgres problems (they
aren't really postgres problems, of course).

Can I ask that someone verify that there are no test suite regressions?

After that, unless there are objections, I'd like to merge the daemon
code. I haven't seen any significant complaints so it sounds like this
is a safe thing to do.

FYI and thanks,
cgf
