YES

A full build of winsup as retrieved by:  cvs checkout winsup 
has gone from ~15 minutes to ~20 minutes on my system.

I believe that this is 'quite recent' in that I noticed this yesterday 
for first time in my weekly check on 'bootstraping' Cygwin
