The `fstat' behaves weirdly since the 2001-May-31 snapshot.

- It can't properly check `#!' when the filer pointer of
  the target doesn't stay on the beginning.
- It consumes one or two bytes when the size of the target
  is less than three bytes.

Chris, would you like to fix these problems?
