Actually, if someone were to invoke setup in this process, one only needs to 
download the DLL and then use setup to uncompress and put files in place, no?
Still, I think Chris has a point, regardless of the mechanism used to get
the snapshot.  In any case, setup now should do everything "needed" except
show the snapshots to the user.
