Subject: more cr/lf patches

I have just checked in patches to newlib and winsup which I hope will
resolve at least my part of the cr/lf mess :-)

They should make it into the next snapshot.

The net result of these changes is that old applications
(pre-api-0.21) will not use the new cr/lf conversion, and thus will
continue to have a broken ftell(). Newly compiled programs will use
the new conversion, and will have a working ftell().
