The packages will install in /bin by default, just like the CD.  I'm
talking about the packages that are part of a normal cygwin net
distribution.

I don't know what you mean by "install format".  I mentioned tar files.
That is what I would imagine we'll be using.

Dunno.  Probably a couple.

Yes.  That would be the primary responsiblity of a maintainer.
