I haven't tracked this problem down yet, but I have, hopefully fixed
the problem below.

As far as I can tell there is actually a (gasp!) bug in Windows 95/98's
handling of TlsAlloc().  I've worked around the bug in a new binary
snapshot at the normal place.  Before this change your test shell
script (thanks for providing this) failed as you described.  After
this change it works the same on NT and 95/98.

Would you give it a try, please?  I only tested this on 95 because that
is all that I have currently but it seems likely that I have solved
this problem at least.
