I've seen this with b19 linker, but not with the new ld in EGCS. I have 
the binaries at 

  http://www.xraylith.wisc.edu/~khan/software/gnu-win32/
  ftp://ftp.xraylith.wisc.edu/pub/khan/gnu-win32/cygwin32/releases/

for final egcs-1.0.2 and binutils 980303. You can just pull down the
binutils package and see if it happens still. You need to patch winsup
(a one-liner I'd posted to gnu-win32 mailing list -- see message with
"Comments on cygwin32 b19 ld problem") before it'll work with new linker 
however.
