I'd like to propose that we change the default TERM environment variable
to 'cygwin', add an entry for 'cygwin' to /etc/termcap, and create a
terminfo entry for 'cygwin'.  Then, if the environment variable TERM is
not set, set it to 'cygwin' by default.

We could keep the definition as 'linux', but I think this is a little
unclear and also might strap us for future console changes.  For
instance, I've added the ability to set the console title bar using
xterm escape sequences.  Although, I don't think that there is any
provision for defining this using termcap or terminfo, other changes in
the future might require a new entry for cygwin.

The best thing about this change is that it may the amount of cygwin
related email that I get by 20% or so.  Is it a worthwhile thing to do?
