Ian asked me about the Reply-To field and whether I prefered it
set to cygwin32-devlopers or not.  I don't have a very strong opinion.
Maybe I slightly prefer the reply-to field because that makes the
default be that everyone sees the responses.  In addition, with a lot
of other lists, I frequently get two copies of responses to me, one
from the list and one to me and the reply-to stops that.

If others on the list would prefer it to be unset, I'll have it
removed.
