Hi all,

I've finished taking out the remaining FSF GPL'd code from winsup.
I replaced glob with a BSD version and removed libiberty's getopt
objects from winsup's Makefile.in.

However, Ian pointed out to me that:

> The getopt routines were essentially exported, since they are in
> libcygwin.a, not in the DLL.

And after my latest change, they aren't.  Should we include a version of
getopt in libcygwin.a?  What about in cygwin.dll as an exported
function?

Chris Provenzano thinks yes to both.  Agree?
