I don't see why not.  This or something like it could probably be used
in spawn_guts to help determine if the program to be executed is a cygwin
program or not.  Knowing that could allow us to bypass some argument
processing and an event wait.  That *could* speed up exec if the
overhead of looking at the binary wasn't too great.

I have had some need in the past for this include file when porting a
UNIX application, too.
