Problem solved. Apparently another piece of software on my machine installed
an older version of Cygwin deep in the other program's install directory. I
assume Setup.exe was finding and trying to use an old version of
cygwin1.dll. Once I found and uninstalled the old version, setup worked like
a charm.

Does Setup.exe bootstrap off cygwin1.dll? If so, could it check the version?
