setup.exe (HEAD) will now grab setup.bz2 in preference to setup.ini,
with a fallback to setup.ini. I've done this to aid modem users, and
multi-site users.

I compressed a test copy to the cygwin ftp site (I hope that was an ok
thing to do Chris), and it should it mirrors soon. The savings are quite
reasonable: 
From 98939 to 27761 bytes in length...

Chris, any chance to make upset create setup.bz2 on the fly? (heh, this
should be trivial :}).
