I agree with Jonathan.  Even a test package should work with the
existing DLL.  If you wish to distribute privately for those who want
bleeding edge then that would be ok.  A package that is dependent on
something outside of what setup can deliver should always be rejected
for distribution by those controlling package distribution.  Perhaps a
rule to see the Cygwin Announcement as well as the setup.hint should
also be enforced.
