gcc281b.zip, gnu/gcc/2.81/NEWS
probably also: gnu/gcc/2.81/README.djgpp

And I think (haven't checked it):
gcc281s.zip, gnu/gcc/2.81/src/ChangeLog

All gnu programs (should) have a NEWS file with it to explain what's
new, what's fixed, what's changed and what's gone. Maybe it's also
somewhere on the net, but i haven't found it yet.
