PCB has the File->Import button, so the gsch2pcb one isn't needed. And given one schematic page can be used for more than one purpose, but one pcb knows which schematic pages it needs, it makes sense for that button to be on the pcb side. Granted, if there were a "beginner mode", having a "get started making this into a pcb" button would make sense, but would have to make a few simplifying assumptions about the project.
