There are two main places for that kind of info:

1. The gEDA wiki; find a page, get a wiki account, start tweaking

2. The PCB documentation, which is in the pcb git source tree.

We don't really have guidelines any more.  If you think you can do
better than what we've got, it's all yours :-)
