Maybe you composed the footprint entirely of atoms that are not elegible
to be included in a pcb footprint. Due to restrictions in the file
format, the original drawing before conversion should contain only
lines, rectangles and vias. Lines, and rectangles convert to pads if
they are placed on one of the top two layers. Lines and arcs convert to
silk if they are one of the silk layers. Vias convert to pins.

Anything else is ignored. This includes text, polygons and lines on
layers other than the top two or silk. If you happen to have only these
items in the selection buffer, the save-buffer-elements-to-file action
fails. I vaguely remember that pcb would not save a footprint if it
didn't contain at least one pin or pad. But that was fixed a long time
ago.

Can you give the contents of the footprint.fp file? Maybe the *.pcb file
you derived the footprint from, too?
