And renames all the pins and copies some attributes into elements, like part numbers and such. A design is more than just a netlist. Although PCB has ways of importing all this data separately or manually, using File->Import is the easiest way to get all the info you need in one command, without having to restart or reload the layout. But you can use the separate netlist importer along with other tools to import from other datasets, or use other tools to create the type of script File->Import uses (they're all action calls).
