LineArcIntersec() completely fails to detect intersection of at least
top-right arcs and non-endpoints of lines in master and at least as far
back as 20140316

I guess its like this because arcs aren't used much and when they are
people connect to the end points, but it makes DRC/connectivity fail really
bad for big misses
