Is it blank, like zero bytes, or is it blank, like PCB doesn't  
understand it's contents?

In the first case you're out of luck for obvious reasons.

In the latter case, one possible reason is a version mismatch of the  
PCB applications used. Anyways, as the file format is plain text, you  
can open a new layout and copy the important portions over with a  
text editor. Or run PCB from the command line, it should report about  
syntax errors, so you can take out just this faulty element.
