It should do. (And panning should work as expected there).

The problem only comes when you rotate the 3D view to see the backside
of the board. The panning keyboard short-cuts and scroll-bars then get
rather confusing, as they are acting in board-space (as modified by the
various non-3d view flips, such as the one you mentioned above).
