If you mean the ftp site, the reason is that nobody has pointed out which old versions we no longer need there. Note that we don't automatically retire a version when a new one is uploaded; there's a delay to make sure the new version works. Sometimes we keep an older version around for compatibility (like the certain gcc version that is the last one with Pascal support). If you want to audit the files and suggest things that can be retired, go ahead, and if others agree I'll retire them.
