Why not usea third party lib to read TGA and write PCX ?
Those graphics formats won't bother you then.
Check out Azure at <http://huizen.dds.nl/~buddha/>
It will read TARGA8/16/24/32alpha and write PCX16/256 (and vice versa)

A third party lib is always worth checking out. When times
come to port you prg to other platforms, you can always look
for different libs, or write it yourself. As long as you design
your program well.....
