The claim is that "...Any compiler that can generate 16-bit Windows applications should be able to access the DLL." Can we use DJGPP to do this? Our other option is to purchase Microsoft C which we'll do only if there's no other way. I couldn't find out from the faq. Please e-mail a response, since I doubt the answer is of universal interest.
