I have tried to roll back to 2.5.16-1, and this problem still happens, so this is clearly more than a problem with just gnupg2. I have also tried to reinstall gnupg2, the gpg support libraries, the cygwin base package, and I have tried to erase the .gnupg directory so that the defaults would be restored. Nothing has helped. I can see gpg-agent show up in the task manager when I run the above command, and I have tried to run it myself (gpg-agent --daemon) beforehand, but for some reason gpg can't communicate with them. I am running Windows 11 underneath.
