The string values can be provided in any desired set of human languages, such as English, Norwegian and Japanese by providing a list of complete structures for each numbered Win32 locale, (such as 0x040904B0 = US English, UTF-16LE strings) . There are tools and Win32 APIs to extract this structure from its designated file locations, as well as the option to independently implement this in an portable tool to extract this from a POSIX system.  The easiest GUI tool is to right click on the file in Windows, select Properties and find the tab that shows all the strings in the language most similar to the current locale.
