This file is a part of openconsole packaging files along with
following files.

openconsole.cygport
libopenconsole.postinstall
libopenconsole.preremove

Put these files in a directory, and run
cygport openconsole all
in it, then libopenconsole package will be built, that is
almost empty but download and install /bin/OpenConsole.exe
when installing the package.
