Are you sure? This should work. 

Though,
1) Open a local console
2) execute "ssh localhost" and long
3) execute "screen"
4) press ctrl+a+d to detach
5) Open another local console
6) execute "screen -r"
does not work.

This is because the console device cannot be accessed from another
session (inside ssh login).

This is the limitation of current cygwin console feature.

However, 
1) Open a local console
2) execute "ssh localhost" and long
3) execute "screen"
4) press ctrl+a+d to detach
5) Open another ***mintty***
6) execute "screen -r"
should work.
