Rebuilt to remove libapr1.la.

CYGWIN NEWS:

The library was built with TCP_NOPUSH support disabled. Cygwin
defines TCP_NOPUSH, but returns "protocol not defined" when it's
used. According to

this is because Windows doesn't support it.
