New features in this release include: * a new 'announce' command, which helps compose and send cygwin-announce messages (such as this). This feature, modeled after git send-email, adds a few Perl dependencies, and requires several settings in ~/.cygport.conf as detailed in the documentation. * Per-package preremove scripts for fonts, XDG desktop menu entries, MIME information, GIO modules, and GSettings schemas have all been removed in favour of perpetual postinstalls. * Packages which provide pkg-config metadata now depend on the pkg-config package for that target. * vim.cygclass dropped the VIMRUNTIME definition (which should never have been used), and therefore no longer depends on vim. * waf.cygclass no longer supports using a system-installed waf.
