If I start Setup.exe v2.774 on a PC where cygwin is already installed and I select to install new package (not yet installed), then the Pending view only shows this selected package and misses all the other pending packages (they would be upgraded as a newer version is available). Without selecting new packages to install, the Pending vie shows a list of existing packages that will be updated. So this is inconsistent and confusing/misleading.
