'tail +2' is not portable.  Use 'tail -n +2'.

Works for me:

$ cat a
1
22
333
$ echo 1 > x
$ tail -1 a >> x
$ cat x
1
333

I tested on both binary and text mounts.  Are you sure you used '>>', not '=
>'?
