Once confident that cygcheck.exe built, I then modified dump_setup.cc and slightly modified the 3 possible error messages I was seeing. This way I can know which one was printing. Then rebuilt. When I started testing, I realized that I was picking up the installed version in /bin. It started working again without me making any changes.
