Apparently there was something wrong with my cygwin DLL installation. I was using a self-built .dll, .dbg, libcygwin.a, and sys/cygwin.h -- but all of the other 'make inst' files were from 1.7.0-62. When I clobbered everything with the latest -inst snapshot from cygwin.com, all the error cases disappeared.
