You need to run 'ssh-user-config' for the user you plan to ssh/sftp in as. This will create the keys you need. You should then be able to ssh into localhost using pubkey. To do this from other machines requires your public key in the remote machines ~/.ssh/authorized_keys. Then you should be able to pubkey ssh into your host from the remote machine.
