I don't completely understand your issue.

First, It's 'ssh-host-config'

Second.
Is your ssh daemon running ?
Type 'sc query sshd' and let tell me what state it is in.

Third,
You can change the permission of /var/empty/
'chown -R userid /var/empty'

Most likley system will need to be the owner.
