If this problem occurs for xterm and not in the shell as started by cygwin.bat, then it's an X issue and should be directed to the cygwin-xfree list if available xterm documentation doesn't provide a working solution (i.e. if there is a Cygwin-specific issue with enabling the right behavior here).
