Why? Pilot error? No. In a default installation, there will be a 'C:\usr\bin' and a 'C:\usr\lib' that are empty as far as Windows is concerned. 'C:\bin' and 'C:\lib' are mounted to these directories, respectively, so that they are equivalent in the Cygwin environment.
