I tried using 7-Zip and editing with Notepad++ on Windows as well as "tar xjvf base-files-3.7-1.tar.bz2", "vi etc/defaults/etc/profile" and "tar cjvf base-files-3.7-1.tar.bz2 etc usr". You could temporarily edit the base-files package to achieve this.
