As for Corinna, the problem does *not* exist for me either, and cygwin installs fine for the WS2008 x64 RTM. However since Vista I *do* always do fresh cygwin installs by downloading setup.exe and running them as Administrator (which in the default WS2008 case could be moot since you are logged in as Administrator anyway).
