While setup has some command-line arguments, I'm not sure if there are any that do exactly what you asked about. For more information, look in the code of setup (search for "Option") or Google for "setup command line arguments site:cygwin.com inurl:ml inurl:cygwin-apps" (but be aware that some of these messages might be out of date).
